Council awards $4.3 million construction contract for Moonridge and Rathbun street rehab

The Big Bear Lake City Council on June 11 authorized a construction contract for the fiscal year 2025–26 annual street rehabilitation project covering Moonridge Road (Big Bear Boulevard to Elm Street) and Rathbun Drive.
Staff said engineers combined the Moonridge and Rathbun projects to achieve economies of scale and estimated probable construction cost at $4.9 million. The city received four sealed bids and recommended awarding the base contract to Granite Construction Company, the low bidder, in the amount of $4,298,000. Council authorized a construction contingency of $650,000 and up to $300,000 for construction support services (inspection, materials testing and survey) provided by consultants.
Key elements of the Moonridge scope include full removal and reconstruction of pavement with a cement‑treated base (six inches of CTB plus five-inch pavement section) and completion of sidewalks, curb and gutter, driveway approaches and drainage improvements. Rathbun Drive work will widen the roadway, add new curb on both sides, construct sidewalk on the south side and reconfigure traffic flow to create space for roughly 100 on‑street parking spaces.
Staff said the project will be funded from a mix of sources including the city general fund, sanitation fund, Measure Y proceeds, Measure I (local transportation funds) and RMRA (road maintenance and rehabilitation account) funds; the total FY25–26 budget for the project is $6 million. Work was scheduled to begin the week of July 7 and the specifications call for approximately 60 working days to complete the project, with outreach to businesses and residents planned before construction.
Council voted to approve the contract award and authorizations as presented.
