Council approves 20252029 Consolidated Plan, maintains federal entitlement funding allocations and 2025 action plan

City Council on Tuesday approved three related items that frame how the city will allocate federal entitlement funds over the next five years: the 2025 Community Needs Assessment, updated policies and procedures for HUD entitlement programs, and the 20252029 Consolidated Plan together with the FY 2026 annual action plan.
Nicole Rodriguez, director of Community & Human Development, summarized outreach and findings: the department engaged more than 645 participants through surveys and public sessions. Priority needs identified were rental assistance and homelessness prevention, affordable rental housing production, services for people experiencing homelessness and people living with HIV/AIDS, expanded public facilities and mental-health services, improved walkability and accessibility, and crisis counseling for vulnerable groups.
Rodriguez said federal entitlement funding (CDBG, HOME, ESG, HOPWA) remained level for the coming year and that the department plans to continue a three-year funding approach for subrecipients with competitive multi-year awards to provide stability. City staff recommended allocations across emergency shelter, children and youth services, seniors and persons with disabilities, and homelessness services tied to HUD caps and program rules.
Council adopted the consolidated plan and accompanying documents unanimously. Representatives emphasized the need for broad outreach, for stability in funding to key service providers, and for swift execution of contracts so services can begin by Sept. 1.
