The El Paso City Council unanimously ratified a $127,000 emergency purchase order to Jordan Foster Construction LLC to remove collapsing rock-wall veneer at the rental-car entrance to El Paso International Airport.
City staff reported high winds on May 13 caused a rock-wall facade to collapse. Airport maintenance closed adjacent sidewalks and lanes and assessed three additional rock veneers showing signs of imminent detachment. Staff said the veneers were anchored to concrete panels and that the patterning suggested installation or anchoring issues.
The airport solicited Jordan Foster Construction through an emergency procurement procedure, issued purchase order No. 6897 and began removal work within days. City staff described the work as removal of the failing veneers and patching as needed; no new rock veneer will be reinstalled under this emergency contract.
During discussion, council members asked whether anyone had been injured (staff said no), whether vehicles were damaged (staff said no), and whether warranties applied to the original work (staff said the original construction had a one-year warranty and the facility was completed around 2015). Procurement staff said state purchasing code authorized an emergency exemption for rapid hiring to protect public safety.
The motion to ratify the purchase order was made by Alternate Mayor Pro Tem Fierro and seconded by Representative Rocha; the vote was unanimous.
