Kyle Stewart, facilities director, told commissioners the project originally included a half bathroom and insulated garage doors; removing nonessential items reduced the price roughly $29,000. Stewart said additional, largely fixed costs included a $7,000 surveying and permitting price from Garber Surveying and a zoning‑mandated privacy‑slat fence estimate of about $14,850 because the property was rezoned to I‑1 (light industrial) on May 13.
Stewart said the site is inside city limits and in a flood plain, and staff had examined whether alternate county‑owned sites were available. He said the selected location was the only county property readily available without buying new land.
Commissioners discussed concrete thickness for equipment weight, garage door integrity, and the building’s security (the facility will sit behind a locked gate). After questions, a motion to accept the Richardson Brothers bid passed unanimously.
Stewart said value engineering removed nonessential interior items so the structure is essentially a metal building on a concrete pad with limited electrical for garage door openers; the project aims for long life and low maintenance.
