Judge grants Dwayne Flowers probation transfer to Texas contingent on restitution and employment verification

Monroe County Circuit Court placed Dwayne Flowers on probation for five years and said it would initiate a transfer of supervision to Texas once two conditions were met: verification of employment in Rowlett, Texas, and repayment of $1,260.28 the county incurred to transport Flowers from Texas, the court record shows.

At the hearing Flowers disputed portions of the pre‑sentence report and asked the judge to consider probation. He testified that he had moved to Rowlett, Texas, after leaving Kentucky because of threats and that he had housing at a house inherited from his mother. He told the court he worked as a salesman at a Toyota dealership in nearby Garland and that he would follow the appropriate transfer procedures for probation supervision.

The judge set probation for five years but made release contingent on verification and the county’s recovery of transport costs. The court directed probation and parole to begin the transfer process once the funds were transferred and employment was verified. The court recorded the exact transport‑cost figure as $1,260.28.

Flowers told the court he currently lacked the money to repay the county but said he would try to have someone forward the money. The judge instructed probation and parole to proceed with the transfer once verification and payment were in place and noted probation would interview Flowers in jail prior to release.

The judge summarized the disposition as a five‑year probationary sentence “subject to verification and validation of employment and receiving the $1,200 back here,” and said probation would facilitate the transfer when those conditions were met.
