City awards lead service-line replacements; engineering task orders and bids approved under state loan program

The Dickinson City Commission on May 20 approved the low bid and professional-services task orders needed to replace a remaining set of lead service lines in the city, and staff said the project will be funded through the Drinking Water State Revolving Fund (DWSRF) loan program with loan forgiveness for eligible replacement work.
City engineering staff presented Project No. 2025-13, the 2025 lead service line replacement project, and said the procurement covered 29 service lines anticipated to be replaced from the curb stop to the water meter. The engineer's opinion of probable cost was $335,650; the low bid received was $310,240. Staff recommended award contingent on final approval by the North Dakota Department of Environmental Quality.
Separately, commissioners approved a task order with Apex Engineering Group (not-to-exceed $67,000) to provide construction engineering services, including project management, design, easement work, bidding assistance and as-built documentation. Staff said both the construction and engineering costs are eligible under the DWSRF loan, which was approved earlier and includes a 75% loan forgiveness component for lead service line replacements.
City engineering staff said this portion of the project covers only the segment from the curb stop to the water meter; other inventory items that extend from the water main to the meter may remain for later projects.
The bid award and engineering task order were approved in separate motions during the meeting. City staff recommended approval on both items and will submit the project to state reviewers as required by the funding program.
Ending: Staff will proceed with final paperwork for state approval, notify the winning bidder and schedule construction for the 2025 season; construction and engineering invoices will be submitted through the state loan/grant process as eligible costs.
