Summary
The Bristol Warren Regional School Committee approved a blanket authorization for end-of-year budget transfers to reconcile line items, with one committee member voting no and requesting earlier email reporting.
The Bristol Warren Regional School Committee voted to authorize year-end budget transfers to allow district staff to move funds between line items as needed to close the fiscal year.
School committee members gave staff permission to make internal transfers to resolve typical end-of-year overruns — for example, in utilities, special education tuition and transportation — and report the final adjustments at the next meeting. Carrie (staff member) explained the transfers are a common district practice used to “tie out the books” and that any transfers would remain within the overall approved budget.
The vote drew a dissent from Committee Member Ferreira, who said she would not support the motion because she wanted committee members to see proposed transfers before they were executed. Superintendent Riley and other members said staff would send an update to committee members as soon as the district had a clearer picture of July activity.
Committee Member Almeida asked whether the authorization had dollar limits or restrictions; Carrie and Riley said the transfers remain constrained by the approved budget and are intended to move money between line items (for example, between subject or building budgets) rather than expand overall spending authority.
The committee chair brought the motion to a vote after discussion; members approved it and the record shows at least one opposed vote. Riley and finance staff committed to sending an interim email report on transfers if the work is completed before the committee’s August meeting.
The authorization does not create new programmatic or purchasing authority, and staff said a detailed transfer report will be presented at the committee’s next business meeting for review.
