At a Board of Registered Nursing (BRN) strategic planning session, members and staff discussed proposed licensing objectives including updates to the Breeze licensing system, clearer application language, automated status communications and exploration of digital license cards for California nurses.
Board members and licensing staff said improving user experience and reducing calls to the public information unit are priorities. “The majority of the phone calls that we get ... is ‘I applied on a Friday. My job starts Monday, and I need it done today,’” said Yvonne Leonard, Assistant Executive Officer, describing the most common public inquiries and the staffing and process factors that drive them.
Why it matters: licensing customer experience affects thousands of applicants and current licensees each month and drives a large share of BRN phone and email workloads. Board members flagged duplicate costs for clinicians with multiple license types and asked staff to explore simpler renewal paths and consolidated fees where legally feasible.
Key discussion points included: - Breeze updates and user-interface improvements to reduce confusion and duplicate document submissions. - Plain-language revisions to applications and automated emails to set realistic processing expectations and explain options (e.g., how to check application status or request an expedited review). - Short-term and longer-term communication channels such as a chatbot, improved emails, and account-based alerts (with later exploration of SMS/text messaging). - Digital license cards and the possibility of working with Department of Consumer Affairs (DCA)wide systems rather than a BRN-only rollout.
Board members also raised cost concerns for licensees, suggesting study of fee consolidation for nurses who maintain multiple BRN licenses and consideration of digital or physical cards as lower-cost ways to provide proof of licensure.
Staff noted existing tools and near-term changes: BRN currently offers an application status page outside of Breeze and recently implemented a concierge intake service intended to reduce routine calls; staff said website improvements and clearer automatic messages could further cut demand on phone lines. The board directed staff to keep exploring solutions and to return with implementable options for the strategic plan and subsequent action planning.
The licensing discussion included public commentary but no formal votes or policy changes were adopted during the session.
