Budget summary and vote Finance Director Matthew Schenck presented the final budget. For fiscal year 2025–26 staff projected $89,200,000 in revenues and $89,100,000 in expenditures for a modest surplus of about $86,000; for FY2026–27 projected revenues of $89,900,000 and expenditures of $89,800,000 for a similar $85,000 surplus. Schenck said current reserve levels total $64,700,000 (about 72% funded) and would be 82% if $8.5 million scheduled for repayment were already returned to reserves. The operating budget and the CIP were approved 5–0.
CIP, amendment and funding sources The FY2025–27 CIP as presented totals an amended $281,900,000; the item before council requested $19.8 million in projects drawn from various special revenue funds (gas tax, RDA proceeds, grants and other restricted funds). Schenck said none of the $19.8 million request would draw from the general fund; the CIP amendment for the South Perris Fire Station was listed at $1,800,000 to cover increased off‑site improvements (~$1.7M), approximately $110,000 in building permit fees, and other adjustments. Schenck said approximately $687,000 of the $1.8M is expected to be offset by proceeds from a March Joint Powers Authority land sale, with the remaining difference to be covered by future revenues or reserves as the council directs.
