Schererville adopts two ordinances tightening bidder qualifications and economic-incentive requirements

The Schererville Town Council on June 11 adopted two ordinances that set minimum requirements for bidders on public works projects and for projects that receive town economic incentives.
Ordinance 2025 amends the town's responsible-bidder standards to require evidence of apprenticeship training programs for bidders on public works projects. Ordinance 2026 applies similar responsible-business practices and submission requirements to projects that receive economic-development incentives from the town, including property tax abatements, TIF financing, grants, loans or other financial assistance.
Town Manager Jim Gorman told the council the ordinances are intended to run in conjunction with the town's existing ordinance 1900, which already requires bidders to meet minimal responsibility and responsiveness criteria. Gorman said the primary difference in Ordinance 2025 is the explicit apprenticeship-training documentation requirement. He described Ordinance 2026 as narrowing the scope to any construction project financed in whole or in part by town economic incentives.
A council member moved to adopt each ordinance and the council voted 3-0 to adopt Ordinance 2025 and 3-0 to adopt Ordinance 2026.
The council did not debate specific apprenticeship standards or list enforcement mechanisms during the public reading; the ordinances were presented for adoption following prior consideration at an earlier meeting.
Both ordinances repeal any conflicting town code provisions to the extent necessary and take effect as provided in the ordinances.
