The Paradise Town Council took multiple administrative actions including committee appointments and a personnel contract amendment.
Exceptions committee: The council designated two council members to serve on the exceptions committee established under the amended defensible space ordinance (Town Ordinance 6‑24). After nominations and discussion, the council appointed Council member Cullerton and Mayor Steve Crowder to the exceptions committee. The exceptions committee will consider requests for exceptions to the town’s defensible‑space and hazardous‑fuel rules; staff said the committee is in addition to the citation appeal/hearing‑officer process.
Downtown working group: Council appointed two members—Council member Heidi Lang and Council member Lassonde—to serve on the working group for Phase 3 of the downtown strategy plan. Staff said the working group will help inform the consultant (UDA) and report back to the full council.
Manager employment agreement amendment: The council approved an amendment to the employment agreement between the Town of Paradise and Town Manager James Goodwin to align the manager’s benefits with those negotiated in the management group memorandum of understanding. Town counsel explained the amendment is necessary because the manager’s contract originally tied benefits to the MOU as drafted at that time and did not automatically incorporate later MOU changes; the amendment allows the manager to receive the same benefit updates as the management group so the manager will not be left as a bargaining unit of one under CalPERS rules.
Why it matters: The exceptions committee will have a formal role in evaluating defensible‑space relief requests; the downtown working group is the next step in Phase 3 of the council’s downtown strategy process. The manager contract amendment eliminates a contractual mismatch with the management group and ensures benefit parity.
Council action and votes: The various appointments and the manager agreement amendment were approved via recorded motions; votes were recorded in the minutes and motions passed.
Ending: Staff will return with procedural details for the exceptions committee and with the downtown working‑group calendar and outreach plan.
