Council amends lead‑service‑line rule to allow resident self‑certification

The Columbus City Council on Tuesday unanimously passed ordinance 09‑46‑2025 to amend Chapter 11.19 of the Columbus City Code and allow customers to self‑certify compliance with the city’s prohibition on lead water service lines.
Councilmember Wyche, chairing the Public Utilities and Sustainability Committee, said the change is intended to “remove the financial barriers to compliance with the prohibition on lead service lines” by permitting an owner to complete a self‑assessment survey approved by the Division of Water rather than paying for a contractor verification.
Under the amendment, property owners who receive notice that a service line may contain lead have additional flexibility to demonstrate compliance. The administration said the change is intended to ease cost burdens as the Division of Water scales up its lead service‑line replacement program.
The ordinance passed by voice vote; the clerk recorded a roll call including Bankston, Beatty, J. Alcower, Dorans Green, Rimi, Weich and President Harden in favor.
