At Tuesday’s Italian Village Commission meeting, commissioners reviewed a conceptual application for Jeffrey Park Phase (COA 2500511) at 705 North Sixth Street and provided design feedback while asking staff and the applicant to pursue additional coordination and outreach before returning for final action.
Staff said the project builds on a previously approved site plan and noted a proposed change: removal of a connector approved under an earlier variance. The packet included a revised site plan added the morning of the meeting; staff recommended commissioners provide design feedback that the applicant could use to refine a later formal submission.
Commissioners expressed concerns about traffic, pedestrian and bicycle connections, lighting, and landscaping. One commissioner asked that the applicant and staff coordinate a site visit and further discussion with the Ohio Department of Transportation (ODOT) and City engineering to address neighborhood traffic, bike and pedestrian issues. Several commissioners stressed the importance of trees in the parking lot (noting past standards that called for a tree every eight parking spaces) and suggested the applicant consider tree cells or other planting systems to reduce heat-island effects while retaining parking capacity.
Other commission suggestions included: strengthening the pedestrian connection between Building A and Building B so it reads as a welcoming passage to Fourth Street; augmenting screening at the parking entry with planting or low walls; evaluating whether two curb cuts are necessary; and confirming how proposed sidewalks will relate to potential future ODOT work near Warren Avenue. Commissioners asked staff to show sidewalks and grading details in the next submittal and to return with engineering-level plans where required.
Staff again framed the commission’s action as design feedback; there was no final approval or permit decision at Tuesday’s meeting. Commissioners asked the applicant to return with more detailed site plans, tree and planting plans, elevation drawings, and clearer information about curb cuts and sidewalk design.
