Committee reopens discussion on small-grants program; reviews community-garden eligibility

The committee discussed reviving a small-grants program intended to streamline awards under $3,000 and to make funding accessible to residents with smaller projects. Staff recalled that prior rounds drew few applicants and that municipalities and established nonprofits were the main applicants.

Naomi reported that a recent inquiry and a new eligibility application from a community-garden group prompted the renewed discussion. Committee members noted the eligibility rules are complex. Stuart (state contact referenced in the meeting) had told staff that community gardens are treated as recreational assets under CPA guidance and that, in principle, construction or rehabilitation expenses for gardens can be eligible. Naomi and committee members said a privately owned garden could be funded provided the committee executes a proper grant agreement to document terms and protections. The committee did not vote on awarding funds out of cycle; members agreed to "receive" the eligibility application for consideration and to ask the eligibility subcommittee (if active) or staff to examine the application and gather precedent from other municipalities.

Several members suggested outreach to other communities and to the monthly network of CPA administrators to see how garden projects were handled elsewhere. Naomi said she would forward the state contact's (Stuart's) written guidance on the question to committee members.
