The City of Quincy Board of License Commissioners on June 10 approved special use permits and a temporary extension of licensed premises to allow licensed establishments to serve alcohol on the Marina Bay Boardwalk for the Quincy 400 Maritime Festival on July 4–6.
The permits cover Friday, July 4, from 2 p.m. to 9 p.m.; Saturday, July 5, from 10 a.m. to 10 p.m.; and Sunday, July 6, from 10 a.m. to 4 p.m. Jay Southwood, representing the Quincy 400 project and the Marina Bay Business Association, told the board the city contracted an event management firm, Con Ventures, to run programming that will include live music, family activities, bike and boat parades and tours.
Board members pressed on public-safety measures. Southwood said the event will use private security, manned points of entry, bicycle gating around the marina and monitoring of boat gangways. He said organizers have been coordinating with the Quincy Police Department. Southwood said licensed businesses will sell alcohol into a single approved 12-ounce logoed cup; only that cup will be permitted on the boardwalk and private security and restaurant staff will police noncompliant containers.
Deputy Chief O'Connor and an inspector reminded organizers that any propane use would require a propane storage permit from the Fire Prevention Office; Southwood said organizers do not currently plan propane or space-heating on site and will raise the matter at a follow-up planning meeting. The board also noted that Con Ventures and participating businesses plan to meet with city public-safety staff in the days before the event to finalize the security and traffic plan.
After the discussion a board member moved to approve the request. The board voice-voted in favor; the chair announced approval and wished organizers luck with the event.
The action allows licensed establishments participating in the Quincy 400 to serve alcohol within the designated boardwalk area during the listed hours, subject to the event's security plan and any permits required by the Fire Prevention Office.
