The Bountiful City Council on June 10 approved awarding the reconstruction/overlay contract for portions of 200 East to Black Forest Paving, following a staff presentation on the project and bid results.
City Engineer Lloyd Cheney explained the project covers 200 East from near 300 North to 500 South and that water and irrigation work already completed by other departments allowed the street work to proceed. Six firms submitted proposals at the bid opening. Cheney said the engineer’s estimate was higher than the submitted prices and staff recommended awarding the work to Black Forest Paving, a contractor the city has used for recent overlay work.
A council member moved to approve the paving bid award; the motion passed by voice vote. Council discussion included an expected timeline: staff said the contractor is under schedule pressure to finish a Fifth South paving project by the end of the month and that the 200 East work and other overlays would be completed during the construction season, with an expectation that the new asphalt would be in place before winter.
Discussion vs. decision: The award is a formal decision to contract with Black Forest Paving at the unit prices in their proposal. The schedule and coordination with water and irrigation replacements were discussed as implementation matters.
