The Maricopa County Planning and Zoning Commission voted 6-0 Thursday to initiate a comprehensive update to the county zoning ordinance, beginning a multi-month public process aimed at modernizing the code.
Staff described the update as an effort to make the ordinance more user-friendly and to incorporate stakeholder feedback. “We’re bringing this back to you,” said Mr. Corals, a county planning staff member, describing outreach completed to date and the next steps. Staff said a draft ordinance is expected to be available for review by August and that the item would return to the commission for a formal recommendation before going to the Board of Supervisors for a public hearing and consideration in December.
The commission was told a stakeholder meeting had been held during the regulatory process with “more than a couple of dozen” attendees; staff distributed a questionnaire and the presentation from that meeting on the county website. Adam (staff member) was present to help answer technical questions, according to staff comments.
A commissioner moved to "initiate and approve TA250001 for consideration at a future planning and commission hearing." The motion was seconded and passed on a roll-call vote of 6 to 0. Commissioners voting yes were Finter, Lawrence, Layton, Milhaven, Toma and Chairman Lindblom. The commission’s action authorizes the county to continue drafting and refining the zoning ordinance update and to carry the matter forward for formal consideration.
Commissioners and staff framed the update as a lengthy summer effort and discussed using a task force to refine provisions before the commission’s recommendation to the Board of Supervisors. Staff said the task force would continue meeting and that the draft would be refined between the August review and the commission’s formal recommendation.
The commission did not adopt substantive ordinance text at the June 12 meeting; the vote authorized initiation of the process and next steps in the public-review timeline. Staff said additional stakeholder and task-force meetings will be scheduled and that the commission’s December goal remains the target for a Board-level public hearing.
