Cochise County Library District adopts $3.33 million tentative budget; schedules truth-in-taxation hearing for July 8

The Cochise County Library District adopted a tentative fiscal year 2025–26 budget of $3,325,599 and scheduled a truth-in-taxation hearing for 10 a.m. July 8, 2025, the district announced at its June 10 meeting in Bisbee.

The tentative budget was presented to the supervisors by Miss Gilman, who explained the district is holding the tax rate flat but that rising property values produce an increased levy of $38,631. The board moved to adopt the tentative budget and approved it by a 3-0 vote.

The hearing to receive public comment on the proposed tax levy was set “pursuant to A.R.S. §38-431.02(H)” and (as announced at the meeting) under the statutory reference cited by staff, for 10 a.m. on July 8, 2025 in the Board of Supervisors Hearing Room, 1415 Melody Lane, Building G, Bisbee, Arizona. The motion to set the hearing also passed 3-0.

No members of the public spoke during the meeting’s call to the public, and all supervisors were recorded as present in person for the meeting. After the two votes, the board adjourned and noted the next scheduled item would be the Flood Control District meeting to adopt its tentative budget for 2025–26.

The actions taken are procedural: adoption of a tentative budget (final adoption typically follows after required notices and any hearings) and scheduling of the statutorily required hearing to receive public comment on the levy. The district’s announcement that the rate is held steady means the levy rise is attributable in staff comments to higher property valuations rather than a rate increase.
