County staff advised the hearing is required for public notice purposes if the levy increases or assessed values produce higher tax revenue even when rates are unchanged; staff also said the board may finalize rates at later meetings.
Deputy County Administrator Joe Casey briefed the board on scheduling and said the tentative budget adoption does not finalize the tax rate. Ms. Gilman, a county staff presenter, summarized budget details, including the rate held flat at 0.2597 and the contingency amount she cited. Supervisors said they expect additional flood-control work sessions that afternoon to provide more detail on proposed uses of the funds before final decisions on rates and allocations.
