Commissioners questioned whether the fair board’s stated wish to “operate independently” was explained and whether the MOU should be this generic or be more detailed, with some saying a very specific MOU could run hundreds of pages while others said the present draft was too vague and opened the county to unexpected liabilities.
Several commissioners said that when the fairgrounds had a caretaker in residence the operation ran more smoothly and that issues arose after losing that arrangement. Commissioners suggested an incremental approach: continue the current successful management while preparing a more specific MOU only if recurring problems reappear. One commissioner recommended building an on-line shared repository for policies and responsibilities.
No formal vote was taken on adopting an MOU at the meeting; instead commissioners instructed staff and counsel to review the draft, consider scope (generic vs. detailed), consult with the fair board and return with recommendations at a future meeting.
