Garland staff recommends no immediate citywide pet limit; will continue tracking and amend enforcement language

Justin Craft, animal services manager, and other staff explained that current Section 22.21 allows the animal services supervisor to reduce the number of animals at an address only if violations occur at least three times within a 12-month period. Staff said they are working with the city attorney to amend that section so the supervisor may act on a single warranted offense without waiting for three incidents.
