Paul Farman, a property owner at 3880 South Holly Street, told the Loomis Town Council on June 10 that stormwater flowing through the town's drainage easement is blocked on a neighboring parcel and that the town has not enforced corrective action.
Farman said the easement appears on recorded parcel maps and was “dedicated and accepted by the Town Engineer” and that the obstruction — a poured concrete RV slab and a shed built across the easement — is violating town codes and deed restrictions. He said water now backs up into his yard on every rain event, eroding soil, damaging concrete and compromising his home’s foundation, and that the lot is effectively “a permanent detention basin with no outlet.”
Farman asked the council for four specific items: a public commitment to restore the easement using an independent stormwater firm, emergency abatement before the October‑to‑November rain season, immediate compliance with CEQA and MS4 permitting requirements, and a legal explanation and documentation for any claim that the easement is private.
Mayor Ring acknowledged the town had been aware of the issue and said it had been on staff’s radar but did not provide immediate corrective action at the meeting. No formal enforcement action was recorded on the transcript; staff said the matter had been previously considered by planning and engineering staff and that the resident would provide documentation to the town.
