Davis County Commission approves Legion lease, privacy policy, public-safety and CJIS contracts; tax adjustments recorded

The Davis County Commission on June 10 approved a lease for Farmington American Legion Post 27 in the Memorial Courthouse, adopted a county "privacy space" compliance policy, accepted a $4,375 contract amendment for the Medical Reserve Corps, approved a cost-sharing agreement for the firefighter and public-safety surviving-spouse trust fund, and authorized criminal-justice information agreements for sheriff's office and jail personnel to access the Utah Criminal Justice Information System (CJIS). The items were approved by voice vote during the 6 p.m. meeting in the Commission Chambers at the Main Administration Building.

The commission adopted the policy described in the meeting as the "privacy space compliance" policy to align county practice with provisions of the Utah code. Lane Rose, Davis County facilities director, presented a lease for Farmington American Legion Post 27 for space in the Memorial Courthouse with a term beginning June 10, 2025 and ending in June 2030. Rose said the post has been a long-standing, respectful tenant and has helped maintain flags and assisted at county events.

Bridal Hatch, director of the Davis County Health Department, asked the commission to approve an amendment to the county's contract with the Utah Department of Health and Human Services for the Medical Reserve Corps. Hatch said the amendment increases the contract by $4,375 and runs from May 31, 2025, to May 31, 2026. The commission approved the amendment by voice vote.

Chris Bone, Davis County human resources director, presented an updated cost-sharing agreement with the Utah Department of Public Safety for the local public-safety and firefighter surviving-spouse trust fund. Bone told commissioners the trust fund recently expanded reimbursable coverage to include dental and vision and eliminated the previous waiting period for county reimbursement (the speaker described earlier waiting-period changes from two years to one year and now removed). Bone said the changes will allow counties to be reimbursed immediately under the trust fund without a waiting period; he added the county's rate was unchanged. The commission moved and approved the agreement by voice vote.

Chief Deputy Arnold Butcher presented two identical agreements for approval: one for the Davis County Sheriff's Office and one for the Davis County Jail. Both agreements are with the Utah Department of Public Safety's Bureau of Criminal Identification (BCI) and cover security training and personnel access to CJIS. Butcher said the agreements run July 1, 2025, through June 30, 2026. Both agreements were approved by voice vote.

The commission approved routine consent items 8 through 12 together; these were described in the meeting as low-dollar, standard agreements. The county controller, Curtis Koch, presented the Board of Equalization materials and an abatement denial report. Koch also reported four veteran-exemption tax abatements for 2024 and one correction to a veteran exemption from a May 27 meeting; commissioners approved the property-tax register as presented and reconvened the commission meeting after a short recess.
