The motion to approve the transfer was made and passed by the board after a brief sworn testimony from Donald Ganatra, who said he is the 51% managing member and will run store operations. Ganatra told the board that the information in the transfer application remains unchanged since it was filed and that he plans to work a minimum of about 40 hours per week at the store. “Everything is the same,” Ganatra said when asked whether the application materials were still accurate.
The board asked about on‑site staffing, employee training and recordkeeping. Ganatra testified the store currently has two on‑site employees (a manager and another staff member), that the manager is 57 and the employee 29, and that all staff hold or will complete the county’s required alcohol‑service certification. He said invoices and purchase records will be retained on site and produced to inspectors as required. Ganatra also said inventory and bookkeeping duties are part of his responsibilities when he is present.
Board members expressed some concern about the applicant’s limited personal experience in the alcohol trade but said that Ganatra’s reliance on an experienced manager alleviated their concerns. After deliberation the board voted: Chair Stephen Chen — yes; Mr. Coleman — yes; Mr. Hunt — yes; Miss Johnson — yes. Counsel for the applicant, Mr. Yu, told the board the applicant waived his right to an appeal at that time.
The board recorded the motion and its approval on the public record and closed that matter before moving to the next application.
