Assemblymember Gonzalez presented AB 709, a technical clarification to the Sustainable Groundwater Management Act: the bill allows groundwater sustainability agencies (GSAs) that operate multiple groundwater sustainability plans to amend their coordination agreements after the Department of Water Resources (DWR) plan assessment is completed. Gonzalez said the bill is intended to provide flexibility and improve efficiency in local coordination while preserving SGMA’s substantive requirements.
No witnesses opposed the measure in committee and no amendments were offered; the author committed on the record not to accept amendments that would expand the bill’s scope. Senator Grove moved AB 709 and the committee recorded a roll call; the motion carried and the bill was placed on call.
