League City’s City Council on June 10 approved a second-quarter budget amendment, two annexations totaling about 211.35 acres, and several routine appointments and grant-authorizing resolutions.
The council approved a budget amendment to the city’s governmental, proprietary and capital funds ordinance for fiscal 2025. Staff said the change formalizes earlier council decisions, rolls over some 2024 special-revenue funds and reinstates roughly $320,000 in the 2025 budget for a final payment on Motorola radios that were ordered in 2024 but not received until 2025. A staff presenter said the final payment had been mistaken for a duplicate invoice during preparation of the agenda; the council voted to adopt the amendment.
Council members also approved two annexation ordinances. Ordinance 2025-18 annexed roughly 80.45 acres owned by Martron LLC, JAC Interest LTD and Ellen Lloyd Cummins into League City’s corporate limits. Ordinance 2025-19 annexed about 130.9043 acres owned by VC-S SB Baybrook JV LLC. Council members moved to approve both annexations during the meeting and recorded votes on each item.
On appointments and governance items, the council confirmed Scott Higginbotham as a member of the League City Local Government Corporation, replacing Justin Hicks. The nomination to the Local Government Corporation’s board of directors was introduced earlier in a related corporation meeting and the council later approved a resolution effecting the appointment. Council also approved a boards-and-commissions appointment for Planning & Zoning Commission Position 3 (Angie Burton, term expiring Dec. 31, 2026).
Council authorized submission of a grant application to the Texas State Library and Archives Commission seeking reimbursement under the interlibrary loan lending reimbursement program for FY2025 and authorized acceptance if awarded. The resolution instructs staff to submit the application and accept the grant if the award is made.
