Planner Sandra Pereira told council the overlay contained procedural elements and specific zoning expectations that created inconsistencies with property owners’ expectations and the updated citywide zoning procedures. The proposed amendment removes the overlay and makes the Southwest map a land‑use guide consistent with the comprehensive plan; it gives staff and applicants flexibility while keeping the focus-area goals.
Planning commission reviewed the proposed changes on May 7 and recommended approval; staff also recommended approval. Council suspended the usual three‑reading rule and adopted ordinance 25‑32 on unanimous roll-call vote.
Pereira said the amendment also updated plan text to reflect the zoning-code changes made in May 2024 and to make the map less constrained by property lines and more consistent with comprehensive-plan mapping conventions. Councilmembers said the change should streamline reviews and avoid unintended consequences for property owners who wished to continue preexisting uses.
