Lake Oswego board authorizes Forest Hills design contract, approves construction change order and lighting upgrades

The Lake Oswego School District contract review board on Tuesday authorized early design work for a replacement Forest Hills Elementary School, approved a $121,573 construction change order for the Lake Oswego Middle School project and moved forward with a multi‑school lighting retrofit.
District facilities director Mr. Vandenberg told the board the Forest Hills project is “not yet funded” but the district is seeking early design services in anticipation of a bond measure in November 2025. The board approved a motion authorizing the clerk to execute an architectural services contract “in a not to exceed amount of $3,741,699.” Vandenberg said the scope includes educational specifications, master planning, schematic design, design development, construction documents and construction administration and that the contract contains provisions allowing the district to pause or stop work pending bond results.
Board members asked about timing. Vandenberg said the initial phase will take “about a year” and that the district plans an early‑fall presentation with imagery and refinements gathered over the summer. He said starting now would save time and align with the district’s anticipated land‑use schedule.
On the Lake Oswego Middle School construction, Vandenberg presented change order No. 12, citing steel structure clarifications, added low‑voltage devices and other miscellaneous adjustments. The board approved a motion to authorize the clerk to approve Robinson Construction’s change order in the amount of $121,573.
The board also approved a labor contract with Rose City Electric Company to perform LED lighting retrofit installation work at four schools — Lakeridge High School, Oak Creek Elementary, Palisades World Language School and Westridge Elementary — and separately authorized purchase orders for retrofit materials through a cooperative purchasing agreement (Omnia). Vandenberg said the program will reduce energy use, improve light quality, and that incentives from Energy Trust of Oregon could reduce net costs; he described the incentive pool as “in the hundreds of thousands of dollars.”
Board members approved each motion by voice vote; no roll‑call tallies were recorded in the transcript. Vandenberg said materials and installation are timed to take place over the summer so work can proceed during the break.
