Staff said the county had previously used a temporary contract for trial purposes and chose to enter into a longer agreement after a successful pilot. The county reported the smartphone-based approach allows monitoring for a larger number of juveniles at lower per-person cost compared with traditional electronic monitors; staff said the device-per-month cost will permit monitoring about 20 additional juveniles because most now have phones.
Commissioners noted the Board of Judges had unanimously approved the item in a prior meeting. County staff said they intend to return with a proposal for a different, tamper-resistant monitor at a later time; the EHawk agreement covers interim services and is expected to save the county money compared with previous approaches.
Commissioner Rackler moved and Commissioner Dolby seconded the motion to authorize the judge to sign the agreement; the motion carried on the court's voice vote.
