County awards 42-month electricity supply contract to Constellation New Energy at $0.09723/kWh

The Carbon County Board of Commissioners approved a 42‑month electricity supply contract with Constellation New Energy after an online auction and final recommendations from county energy advisors.

Consultants who ran the online auction told the board they tested multiple terms (36, 42 and 48 months) and that the 42‑month term produced the lowest bid in this round. The board acknowledged receipt of proposals and then amended the agenda to add an award item. A motion to accept a 42‑month proposal from Constellation New Energy at 0.09723 per kilowatt‑hour carried with recorded affirmative votes by the commissioners.

The auction consultant explained the market context to the board, including a narrow price spread among suppliers during the bid and an external factor, a June capacity charge that Constellation had offered historically to waive for incumbent customers. The consultant said the waiver request — for a charge of about $2,400 — was outside the formal apples‑to‑apples bid and would be pursued separately with the supplier; there was no guarantee of a waiver as part of the award. The consultant also noted that Constellation already served the county as the incumbent supplier and that its bid for the 42‑month term was the lowest of the three terms run.

County staff and the consultant said the contract would start with the July metering date, roughly one month after the meeting, and that the executed agreement would be prepared for e‑signature. Commissioners thanked staff and county energy advisors for running the auction and preparing the contract paperwork.

The board also ratified a letter of representation authorizing Apollo Edison (through Ingram Engineering) to conduct the online electricity auction and acknowledged receipt of supplier proposals before voting to award the 42‑month contract.
