Carbon County awards 42-month electricity supply contract to Constellation New Energy at $0.09723/kWh

The Board of Commissioners of Carbon County voted to award the county'level electricity supply contract to Constellation New Energy for a 42-month term at a rate of $0.09723 per kilowatt-hour.
An energy procurement consultant described an online bidder auction that compared 36-, 42- and 48-month terms and said the 42-month term produced the lowest price and was administratively simplest because the county already had an existing contract with Constellation. "That recommendation being, the 42 month, 1, because it's the lowest price," the consultant said during a presentation of the auction results.
The procurement process began with an initial bid exercise to narrow term selection and then ran a final online auction. The consultant said FreePoint Energy submitted the lowest bid on one short term and the 48-month term, but Constellation won the 42-month round, and the procurement team judged market timing and participation to be representative. The auction framework and earlier authorization permitted a third party to manage the online bid process.
The consultant noted a possible additional concession outside the auction: Constellation had offered to consider waiving a June capacity charge of about $2,400 to current customers, but that waiver was not guaranteed and would require separate confirmation. The county's contract start aligns with the July metering date, the consultant said, and staff planned to finalize contract paperwork with e-signature shortly after the meeting.
A motion to amend the agenda to add the award item passed, and the board then approved the award to Constellation by roll call. The county earlier authorized Apollo Edison through Ingram Engineering to run the online electric auction and procurement process.
Commissioners thanked procurement staff and county personnel who supported bidding and supplier interaction. The county said it expects to complete contract execution within the hour by e-signature and to begin the contractor'supplied service on the next metering cycle.
