The Carbon County Board of Commissioners on June 4 awarded a 42-month electricity supply contract to Constellation New Energy at a fixed rate of $0.09723 per kilowatt-hour after an online supplier auction and a recommendation from the county’s energy broker.

An energy-broker representative explained that the county conducted an online auction with multiple terms under consideration (36, 42 and 48 months). The broker reported FreePoint Energy and Constellation New Energy were the leading bidders across those terms, and that the 42-month term produced the lowest overall price with Constellation as the winning supplier. The consultant said the contract would start with the July metering date and that paperwork is being prepared for e-signature.
The presentation noted an off‑auction item: Constellation indicated it might waive a June capacity charge of roughly $2,400 for the county; that waiver was not part of the auction and remained subject to separate confirmation. The broker recommended Constellation in part because its existing contractual paperwork had already been reviewed and because it offered the lowest price in the chosen 42‑month term.
Commissioner Arner made the motion to award the 42‑month proposal to Constellation New Energy at $0.09723 per kilowatt-hour; the board approved the motion by voice vote. The contract execution paperwork was to be finalized and made available for e‑signature the same day.
The board also ratified earlier authorization allowing Apollo Edison, through Ingram Engineering, to conduct the online electricity auction process.
The board’s vote signals the county will proceed with Constellation as supplier pending final contract execution; staff said the agreement would be updated to reflect current signatory information and returned for e-signature immediately.
