SANDAG staff presented an update on the Buena Vista Lagoon enhancement project, describing sediment accumulation that has reduced open water by roughly 60 acres and a preferred modified‑saltwater alternative intended to reintroduce tidal influence, improve water circulation and water quality, and reduce mosquito vectors.
Kim Smith, SANDAG senior regional planner and project manager, told the commission the lagoon was converted to a freshwater system in 1940 and that decades of accretion have converted historic open water to dense cattail stands in several basins. Smith said technical studies indicate more than a million cubic yards of material may need removal and that an overdredge pit approach could permit reuse of sandy material on local beaches while placing unsuitable fine material into a capped on‑site pit.
Why it matters: The lagoon straddles Oceanside and Carlsbad and supports sensitive species. Reestablishing tidal flows would change habitat and require phased vegetation removal and staged construction to provide refuge and avoid undue harm to listed species. The project would also create local opportunities for beneficial reuse of dredged sand at established placement sites in Carlsbad and Oceanside.
Design and funding status: SANDAG said it was awarded $4 million in state grant funding that supports technical studies and a 30% design. That grant, Smith said, does not cover all design and permitting costs; SANDAG estimated an additional roughly $6 million would be needed to reach a shovel‑ready status and put the project through 65% design and permitting. Construction estimates discussed in the presentation range from $90 million to $100 million. SANDAG is working with the U.S. Army Corps of Engineers on sampling and suitability determinations for dredged material and continuing coordination with the California Department of Fish and Wildlife and other agencies.
Public comment at the meeting was supportive. Carlsbad resident Pete Panzira, who formerly lived in Oceanside, said the lagoon currently “smells like a sewer” and urged the project move forward. Mitch Silverstein of the Surfrider Foundation also spoke in favor of the enhancement.
Habitat concerns: Commissioners asked how conversion from freshwater to a tidally influenced saltwater system would affect existing wildlife and vegetation. Smith said the project would use phased vegetation removal and targeted revegetation to provide refugia and transition habitat, noting similar staging approaches used in prior Southland lagoon restorations.
Next steps: SANDAG plans to advance design (targeting 65% design in the fall), seek additional funding for final engineering and permitting, and continue coordination with the Buena Vista Lagoon Joint Powers Committee. The project team will also refine beneficial reuse options for sandy material and continue quarterly reporting to the Joint Powers Committee.
Ending: SANDAG staff asked for continued city support and noted that the project is pursuing multiple state and federal funding pathways to cover design and construction.
