The Torrance City Council on the evening of the meeting held a public hearing and adopted a resolution confirming the levy for Lighting District 99‑1 for fiscal year 2025‑26.
Public works representative Jessamine Queue told the council the district, established in 1999, pays for citywide street lighting through parcel assessments. "Single family residential properties would again be assessed $20.50 in fiscal year 25‑26," Queue said, adding that the amount is unchanged from the prior year and equates to roughly $1.71 per month. Staff presented projected assessment revenues of $1,388,480 for FY 2025‑26.
The council received no public speakers on the item during the hearing. After a motion and second, the council adopted Resolution 2025‑32, confirming the diagram and assessment under the Landscaping and Lighting Act of 1972 and related law. The vote was recorded as carried with Council Members Gerson and Sheikh absent.
The staff presentation noted the assessments pay only for street‑lighting special benefits; other district costs are funded from district balances and related revenues. The hearing closed after no members of the public signed up to comment.
The resolution memorializes the assessment rates the city will place on the FY 2025‑26 tax roll for parcels inside Lighting District 99‑1.
