Council approves fee deferral for Social Connection project in Roseville Junction

The Roseville City Council approved a resolution on June 4 to grant a fee deferral for Social Connection, a proposed shipping‑container food service and beer‑garden project at 350 Conference Center Drive in the North Central Roseville Specific Plan area.
Staff (Economic Development) and the developer presented the request (item 21). Wayne Wiley, Economic Development Manager, and Gina McCall, Economic Development Analyst, explained that the fee deferral applies only to the timing of payment of certain city-controlled development impact fees and does not change the project’s use or design. The deferrable fees—fire service construction, public facilities, sewer and water connection fees, drainage mitigation, traffic mitigation, solid waste and electric backbone fees—total approximately $248,000. City departments reviewed the request and recommended deferring only those fees that do not impact the city’s budget in the short term. Because the total exceeded $100,000, council consideration was required.
Developer Robert Ranchard (spoke with project timing details) said infrastructure on the site is substantially complete, the anchor tenant (Fieldworks) is ready to proceed, and the developer expects to deliver shipping containers for the site in January–February of the next year pending state inspections of the containers. Ranchard said the state inspection process has taken longer than anticipated.
Staff recommended adoption of Resolution No. 25-183 to approve the deferred fees, with interest accruing until final building permit occupancy. The council moved, seconded and approved the resolution on a unanimous roll-call vote. No additional conditions were recorded on the public record.
The fee deferral is intended as an economic-development tool to assist projects with financing timing by allowing certain non-budget‑impact fees to be paid at final permit/occupancy rather than at building permit issuance.
