The Janesville Historic Commission discussed online historic preservation training provided by the Wisconsin State Historical Society at its June 3 meeting and addressed homeowner tax-credit eligibility and implementation difficulties.
A commissioner described the training as “extremely depressing” after learning some homeowners had carried out rehabilitation work before discovering they could have applied for a tax credit. Staff and commissioners said the state rehabilitation tax credit can be 25% of qualified rehabilitation expenses, but has a caveat: to qualify an applicant must have $10,000 or more in eligible work across one or more projects.
Commission staff said the tax-credit application process can be arduous; one staff member described their own experience as taking about three weeks to prepare and complete. Staff recommended using materials in the revised COA submission to reduce redundant paperwork for applicants because much of what the state requires is similar to the commission’s COA documentation.
The commission agreed to assign homework: members should review chapter 3 of the training material (community benefits of preservation) before the next meeting and staff highlighted a few additional chapters relevant to commission outreach and community engagement.
No formal action or votes were recorded on the tax-credit program itself; the discussion was educational and aimed at improving outreach to property owners about available incentives and the application process.
