Emmons County awards Twin City Roofing contract to repair courthouse roof section

The Emmons County Board of Commissioners voted to accept a bid from Twin City Roofing to repair a deteriorating section of the county roof above the auditorium.
County maintenance presenter Craig Kitson told commissioners the section above the parapet wall is showing the rubber membrane pulling away and insulation will likely need replacement. Kitson said crews have previously used ARPA funds to cover a portion of roof projects and that the last comparable section replaced in 2023 cost roughly $31,795 with additional insulation-related overages. He recommended locking in the Twin City Roofing bid and budgeting the work for 2026.
Commissioner Gardner moved to accept Twin City Roofing’s bid for repair and maintenance of the roof; the motion was seconded and carried by a voice vote. Kitson said Twin City has done work for area schools and the county has had positive experiences with the contractor’s crews and territorial manager.
The project is planned for 2026 and county staff said they will budget for it next year; hazardous roofing debris will be handled by the contractor’s own disposal arrangements.
The board did not specify a funding source at the time of the vote but noted prior similar work was partially paid from ARPA funds. Commissioners agreed to include the project in the next year’s budget planning cycle.
The county will proceed with contracting and schedule the work for 2026; follow-up items include final contract execution and confirming disposal logistics with the roofing contractor.
