According to the presentation, JED Owens LLC will donate 4 acres along Show Low Creek (valued at approximately $120,000) and provide a 5% discount in lieu of realtor commissions (stated in the packet as $68,640). With those adjustments the city reported an adjusted purchase price of $1,304,160, payable over three years at 0% interest.
City staff noted the parcel has access easements including one to Penrod Road. The original purchase agreement split escrow costs between the parties, but the seller asked the city to pay full escrow; the council approved that amended arrangement during the meeting.
Councilmember Whipple moved to adopt the ordinance; Councilmember Clark seconded the motion, which passed unanimously. A councilmember declared a conflict of interest earlier in the consent calendar, and that disclosure was noted on the record.
Staff said the purchase would preserve land along Show Low Creek for possible Meadow Park expansion or other future city uses, and that details of use and financing would be handled in later steps.
