Show Low approves fourth amendment to Show Low Bluff agreement, accepts roughly 9-acre donation for sports and event center

Council adopted resolution R2025-17 to accept about nine acres (APNs 2010-28-035 and 2010-28-036) for the planned Show Low Sports and Event Center and approved a fourth amendment to the Show Low Bluff development agreement that substitutes one parcel for another to avoid a future roadway bisecting the site.
The Show Low Mayor and Council voted unanimously to adopt resolution R2025-17 accepting a donation of approximately nine acres of land and to approve the fourth amendment to the Show Low Bluff development agreement.
City staff said the donation will dedicate land for the Show Low Sports and Event Center. The amendment swaps the previously planned parcel APN 2010-28-037 for APN 2010-28-035 (and retains APN 2010-28-036) because the earlier parcel would be bisected by the planned Wolford Road; the substituted parcel better suits the event center layout. Staff described the combined donation as approximately nine acres and noted final dimensions may adjust during design and surveying.
Staff outlined the history of the development agreement: the original Show Low Bluff agreement dates to Dec. 7, 2010; a development agreement amendment was approved in February 2015; a second amendment was approved April 6, 2019; and a third amendment on Dec. 5, 2023 included deeded land for the project. The fourth amendment updates the parcel descriptions while leaving other terms unchanged.
A councilmember moved to adopt the resolution accepting the donation and approving the fourth amendment; the motion was seconded and passed unanimously. The mayor was authorized to sign the amended agreement.
The packet and map showing the parcels were part of the council materials; staff said the change is intended to keep the event center parcel whole rather than split by the Wolford Road alignment.
