Council OKs IGA amendments with Mile High Flood District to advance multi‑year channel and trail work

The City and County of Broomfield City Council on June 3 approved two intergovernmental agreement amendments with the Mile High Flood District that add budget authority and adjust phased schedules for multi-year drainage and trail projects.
Staff presentation: Matthew Deaver, deputy director of community development (engineering), told the council that both projects are large, multi-year efforts whose timing and funding are intertwined. He said residents south of Colorado 7 pay a 0.9 mill rate to the Mile High Flood District; District funds support studies, maintenance and CIP projects, with CIP projects typically requiring a 50% local CIP match.
Nissen Reservoir Channel (phase sequencing and budget changes) - Phase 1 current spending to date: $6,828,000; original budget: $7,110,000. - Resolution 2025-76 would add $2,278,000 to the Phase 1 budget; staff said the intention is to transfer a remaining positive balance ($2,560,000) to Phase 2 as part of schedule adjustments. - Phase 2 estimated cost: $4,650,000; existing budgeted amount would leave an estimated shortfall of $2,090,000 for Phase 2. Staff said additional IGA amendments will be requested in 2027 and 2028 and that Phase 2 construction is anticipated to start in 2028 (approx. 12-month duration).
City Park Channel and Main Street improvements (coordination with Broomfield Town Square) - The project addresses structural issues in a channel that crosses Main Street and connects Community Park, Emerald Park and Midway Park areas. - Initial-phase estimate (design and construction): $11,400,000; current budget: $5,900,000. Resolution 2025-77 would add $3,620,000, leaving an estimated outstanding need of $1,880,000. Staff expect an additional IGA amendment in 2026. - The initial phase includes the Main Street pedestrian underpass; staff emphasized coordination with the Broomfield Town Square developer so that the underpass and adjacent channel work align with private development timelines. Design is conceptual; staff said the channel redesign aims to replace an existing steep boulder section with a more naturalized low-flow channel.
Council and public comment: Residents and public speakers urged the council to understand the full fiscal scope given municipal fiscal uncertainty and asked for clear documentation of dependencies if developer work does not proceed. Staff and the manager noted the projects are not cosmetic and cited ongoing flooding and structural concerns; staff said Mile High Flood District funds and developer contributions have already been allocated and that maintenance and CIP funding rules differ.

Votes and next steps: Council approved Proposed Resolution No. 2025-76 (Nissen Reservoir Channel amendment) and Proposed Resolution No. 2025-77 (City Park Channel / Main Street amendment) by the required two-thirds majority, each passing 8–0. Staff said both projects will continue design work, seek further amendments as needed, and schedule construction to align with the Town Square project and other CIP priorities.
