City staff said the 2025 budget includes $1,250,000 for the project and that the scope “includes installing approximately 5,200 linear feet of new 8-inch C900 PVC water main, including fire hydrants, new water services, and required fittings,” and that the work will occur on North 20 Second Drive, West Sylvester Circle, West Thornton, North Beaman Circle and North 20 Second Way. Staff presented the publicly advertised bid results: Gunner Contracting LLC — $920,166.37; Western Grama LLC — $984,203.81; Apache Underground and Excavating — $988,421.00; Central Arizona Civil Construction Company — $1,157,618.00. Staff said Gunner Contracting is a new company based in Taylor, Arizona, provided a staffing plan, schedule, bonding evidence and references, and that employees have completed similar work in Arizona.
Vice Mayor moved to award the contract to Gunner Contracting LLC; Councilmember Adams seconded the motion and the council approved it unanimously. City staff recommended the low bidder based on the submitted documentation and the ability to meet bonding and scheduling requirements.
The contract amount will not exceed $920,166.37; the project remains funded in the adopted 2025 city budget. Staff said the work includes pavement and concrete restoration where needed and represents the final phase of waterline replacement in that neighborhood.
The council did not record individual vote names in the public transcript; the motion passed unanimously.
