The Kenai Peninsula Borough finance committee introduced an ordinance to appropriate funds from the Central Emergency Service (CES) Capital Project Fund to replace the septic and wastewater-return system at CES Station 4 (K-Beach). The ordinance (2024-19-39) was introduced and scheduled for a public hearing on June 17.
Chief Roy Browning of CES said the existing system dates to 1991, has experienced repeated failures (including drains backing up), and must be replaced because Alaska Department of Environmental Conservation (ADEC) regulations now require a system that can handle apparatus-bay wastewater and cannot discharge all flow into a single leach field. Browning said the project has been engineered and is out to bid so the work can proceed this summer.
Capital projects staff clarified that a construction-only estimate of about $76,000 is the current figure for the construction contract; the project is on the street for bids and pre-bid questions recently closed. Borough staff said final bid results will determine the exact construction cost.
The ordinance was introduced for first reading; no committee vote was recorded in the finance-committee transcript. A public hearing on the ordinance is scheduled for the assembly’s June 17 meeting.
