Operations committee defers creation of environmental justice and sustainability advisory group for 30 days

The Operations Committee voted to defer for 30 days consideration of a resolution (item 240525) to establish an Environmental Justice and Sustainability resident advisory group, asking staff to prepare redlined edits and to clarify membership, roles and coordination with cities and the school district.

Commissioner Ted Terry, who led the effort, described the board as an advisory body intended to oversee implementation of the county's clean energy and clean transportation transition plan and to recommend creation of a County Sustainability Officer and an environmental policy analyst. "We want to work with the administration...to review and recommend the creation of a DeKalb County Sustainability Officer and environmental policy analyst," Terry said. The resolution as drafted would create a bicameral advisory body with appointees from county government, commissioners, the state delegation, school board, municipal association, soil and water conservation and other stakeholders.

Commissioners questioned whether the board's authority would extend beyond unincorporated DeKalb and how the body would coordinate with municipal governments and the school district. Commissioner Robert Patrick suggested intergovernmental agreements or an invitation for other jurisdictions to adopt a compatible resolution before being seated. County counsel noted the current language consistently narrows the advisory group's remit to "statutes, rules and policies related to DeKalb County," but acknowledged the DeKalb Municipal Association's seat was included to facilitate city participation.

Members also emphasized that the board should work closely with departmental subject-matter experts and that recommendations must be grounded in operational feasibility. Several commissioners asked that staff include specific, practicable language about departmental liaisons and the administration's plan to create an internal sustainability team.

The resolution as drafted would create a time-limited board that would sunset on March 31, 2026, unless the board recommends continuation; the committee discussion framed the body as a pilot to provide persistent community feedback while the county implements its transition plan through 2050. After discussion, the committee moved and approved a 30-day deferral to allow redlined edits and further committee-level discussion.
