Chief Roy Browning of Central Emergency Service explained the agreement covers borough fire service areas and the Office of Emergency Management and allows borough units to operate on Alaska’s ALMR network subject to the network’s membership terms. Browning said the memo accompanying the resolution explains how any charges would be allocated across service areas and that the resolution is the borough’s annual agreement to comply with ALMR requirements.
Assemblymember Tundson asked why Nikiski’s contribution was lower. Browning and committee members said the network is not fully built out in Nikiski; local units use radios under mutual-aid agreements (signing on to Kenai or CES) and are currently not charged the same rate because of incomplete network coverage.
The resolution was presented on the consent agenda; there was no recorded committee vote in the transcript.
