Committee defers decision on creating SPLASH 2 resident review committee for two weeks

The Operations Committee deferred for two weeks consideration of a resolution (item 250538) to amend a previously adopted agenda item and create a SPLASH 2 resident review committee that would replace the current citizens oversight committee. Committee members said they had not yet received input from all commissioners and directed staff to solicit comments and prepare a revised draft.

County staff present said the committee's prior direction was limited to collecting commissioner comments and that further action would require explicit direction on which revisions the committee wanted. "Unless and until you give us those directions, we're simply listening and trying to take copious notes of your discussion," a county attorney or staff advisor said during the item. Commissioners noted they had received several versions of the proposed language — the original, an administration version and a substitute reportedly cosponsored by two commissioners — and asked for more time to reconcile differences.

Several commissioners asked for the substitute and other versions to be circulated by email to ensure everyone had an opportunity to review before the item returns. Commissioner Long Spears, the item sponsor, was not present and several members requested her comments be circulated. The committee moved and carried a motion to defer the item for two weeks and asked staff to email the latest draft and collect comments for discussion when the item returns.

No formal changes to the document were made at the meeting; staff said they will prepare a revised document once they have collected commissioners' feedback and direction on conflicts between proposed versions.
