The City Council voted 7‑0 to deny a request to change zoning and approve a site plan for 401 Keene Court (Lot 6, King Home Place) at first reading.
Applicant Paul Rostron, representing the prospective homeowners, said the buyer purchased the lot at 401 Keene as a north‑facing parcel and that the preliminary packet received at purchase did not include recorded plat notes requiring the home to face Ridgecrest. Rostron presented a list of neighbor accommodations the owner offered — deed restrictions preventing vehicle access from Ridgecrest, hedging and trees along Ridgecrest, an open wrought‑iron fence and a small hallway window on the west elevation — and said neighbors had been consulted.
Director Killough explained the applicable approval history and noted the recorded subdivision plat carried a notation requiring houses on certain lots to face Ridgecrest rather than King Court. The Planning & Zoning Commission recommended approval 4‑3; council reversed that recommendation and denied the request.
Staff recorded one written opposition from a Ridgecrest address and six letters of support from Keene Homeplace residents. On the council motion to deny, the vote was 7‑0 in favor of denial.
