City staff report Norway maple decline on City Hall block; plan to replace poor trees with salt‑tolerant species

Parks staff reported June 2 that an assessment of trees around the City Hall block identified eight Norway maple trees in very poor condition recommended for removal and replacement and six additional trees in fair condition recommended for pruning and retention in the short term.
Jamie, Parks and Recreation staff, said the trees have significant dieback and twisted trunks in some cases. Staff attributed the decline to difficult growing sites, high amounts of salt applied to adjacent streets/sidewalks and other stressors such as soil compaction and girdling roots. Jamie said two newly planted elm trees near the block have also been adversely affected by salt but staff will allow time for recovery.
Jamie said the city will replace the worst trees with species listed as salt‑tolerant and that the city is no longer planting Norway maples because the species is showing broad decline. Staff said pruning and selective planting will be used to try to retain as many healthy trees as possible while removing those in severe decline.
Why it matters: The City Hall block is a prominent downtown location. Committee members said they want to coordinate efforts to protect boulevard trees and to work with other committees responsible for infrastructure so tree‑friendly practices persist in future projects.
Staff said they will proceed with pruning, removal and replacement planning and will coordinate with building maintenance and engineering contractors to reduce damage from pedestrian contractors and salt use.
