Council authorizes manager to execute contracts for North Fontaine Field improvement after confirming CIF funding

Norwich City Council on June 2 voted 7-0 to authorize the city manager to execute contracts for the North Fontaine Field Improvement and Senior Center Access Project, a CIF-backed effort the council said will increase year-round recreational capacity and improve senior-center accessibility.

Alderman Nash spoke in favor of the project, saying he frequently visits the Fontaine Field area and that the site is heavily used for soccer, baseball and basketball programs. “That area up there… it’s packed,” he said, arguing the investment would benefit the whole city.

Alderman Hayes clarified during debate that the CIF funding had already been authorized and the resolution before the council simply allowed the city manager to execute necessary contracts. City officials also noted the project will include a turf field to allow more frequent use than natural grass and will improve access to the senior center at the site.

Alderman Betancourt and others said the turf field will reduce maintenance and scheduling limitations associated with grass and increase the facility’s capacity to host leagues and events. Council members also noted long-term community advocacy for the project and mentioned requests from residents for additional amenities such as pickleball courts.

The resolution authorizing the city manager to execute contracts for the North Fontaine Field Improvement and Senior Center Access Project passed by roll call, 7-0.
