Manning also announced personnel updates: Dominic Minor has joined the county as the new emergency manager, and Katie Samuels has returned as the county’s opioid settlement coordinator. He provided additional economic development updates, saying the county’s industrial shell building was approaching a biddable stage (stormwater and pre‑regulatory work substantially complete) and that the county hosted a May meeting on foster‑care recruitment with local partners and nonprofits.
