- Comprehensive plan amendment (Comp 02/2025; Equitas Tucson): Approved. Staff said the request reconfigures an 11.72‑acre parcel into transitional and regional employment/commercial and greenway/floodplain designations; the applicant proposed eventual mixed uses including RM, IL and CH zoning and concept PUD language. Planning Commission recommended approval 4–0; one written public comment opposed reduced green space.
- Plaza at Forest Ridge PUD and rezoning: Approved. The PUD covers approximately 17 acres for a town‑center mixed‑use development on South Kenosha and includes provisions for reduced parking (50% reduction requested for the mixed‑use core), green spaces and a proposed parking agreement with the adjacent Forest Ridge Golf Club. - AeroForge / CSI Aerospace economic development agreement and land sale: Approved. The council approved a real estate agreement and performance‑based incentives for CSI Aerospace (Project “Flight”), which plans a 40,000‑square‑foot facility on a 10‑acre parcel in the AeroForge Innovation District. The company pledged total capital investment of roughly $6.6 million and to retain 108 jobs while creating about 50 new positions over five years; incentives include a land grant, a tiered jobs incentive (up to $500,000 cap) and reimbursement of permitting fees not to exceed $28,316 plus expedited permitting.
- Ordinance reapproval (Ordinance No. 38‑48) and emergency clause: Approved. Council reapproved an earlier rezoning ordinance because of a publication error at the newspaper of record and passed the associated emergency clause to complete the legal posting requirement.
- Helicopter special‑use permit (preview ordinance): Council set an ordinance to be considered for adoption that would create a one‑day commercial air‑tour/special‑use permit process for landing helicopters on privately owned Broken Arrow property, with a 300‑foot buffer, limits on hours of operation and caps on the number of permits; the draft would allow staff to process single‑day permits rather than require full council hearings for each event.
- TIF and BAMA/Beta resolutions and financing authorizations: Council and related authorities approved several technical resolutions to authorize loan applications, note issuances and TIF bond documents needed to fund infrastructure and TIF‑backed projects (including the Hackberry Market TIF bond program). The city attorney and finance staff said those documents are standard for the kinds of projects listed and that bonds or loans would be secured by the pledged revenues identified in the documents.
Councilors said they would monitor implementation of the approved projects, that additional site‑plan and engineering review stages remain for many items, and that staff will return with final documents and timelines as projects advance.
